*HOOD Statement on the Persistent Detention of Belgian Nationals in Yemen

Since 13 April 2012, the Political Security Office (PSO) held the two *Belgians
*Mr. Ibrahim Bali and Mr. Azzedine Tahiri in custody in violation of the
Yemeni Constitution and the constitutional declaration embodied in the Gulf
initiative. HOOD has been informed that these two are apprehended in
solitary where they are subject to torture by sleep prevention and focusing
bright light on them for 24 hours for the purpose of driving them crazy so
that they would involuntary admit irrational statements as well as
hallucination-like confessions about things that do not exist except in the
minds of their captors. They have been on hunger strike in a protest
against the lies made by investigators and their repeated release promises
which they used as a kind of mental torture. No one of the two Belgians
imagined that a Muslim may lie or torture. The two came to our country to
study the language of the Koran which preaches compassion, honesty and good
manners!



Following up this tragic situation of two people legally entered Yemen for
educational purpose. It is unbelievable to think that they came to carry
out a terrorist operation while one of them accompanied by his wife. Leave
alone, he has been detained while leaving the country after a short period
about twenty days only spent in Yemen joining an Institute for study then
they preferred to leave the country after being subject to harassment by
the security services and they weren't captured at the time of their
arrival to Yemen as claimed by official sources.



HOOD is annoyed of the ongoing reliance on the law of force rather than the
force of law as HOOD denounced the negative situation of the Belgian
government and its representative in Yemen, the European Union, which
sponsors the interests of the Belgian citizens in our country in the
absence of a Belgian embassy. No action was taken on the ground; only shy
statements on media while the Belgian government ignores the suffering of
its citizens for one reason which is that they are of Arab descents.



This discriminatory reaction in dealing with human rights issues would lead
to catastrophic consequences on peace and on the sense of citizenship among
the citizens of these countries of Arabs or those who convert to Islam.

Furthermore, HOOD condemns the failure of the Specialized Criminal
Prosecution (SCP) to respond to the Attorney-General's orders to move to
the PSO detention facility and refer the detainees to the prosecution if
they are accused of any criminal action or immediately release them by the
force of law. However, the SCP did nothing than editing a memo to the PSO
which was received with no attention by the PSO until now as it is their
usual reaction with the prosecution.





At the same time, it is sad and shameful that these crimes are happening in
our country to where Islam advices to immigrate in case of strife. However,
Yemen turns into a prison and the jailers defame us, our religion and our
morals. We wonder where are the scholars who keep on nagging in our heads
delivering lectures, books and speeches on beards getting shorter or
dresses getting longer or on a woman come out without her unmarriageable
person, and then silenced their tongues against crimes damaging schools of
religion and their students, and now when all or some of these schools are
targeted and damaged, these scholars bury their heads in the sands of
fatwas of distortion and misinformation in order to preserve their life as
our prophet (peace be upon him) that a time will come when a man is
clutching his religion as clutches hot coals.



One may wonder where are the political forces which claim to struggle day
and night to defend such rights and freedoms and that their revolution and
struggle are only for the sake of protecting these rights which are barely
guaranteed in practice. However, it seems now that these political forces
are involved in creating such suffering and pain and committing these
crimes and if they are not hold accountable in this life, they will be
questioned before God in the afterlife.
